income to the state budget of Ukraine for 2009 from the excise tax on tobacco products increased by 2.5 times compared to 2008 - to more than 9 billion UAH, said a coalition of NGOs “For a smoke-free Ukraine” with reference the data of the State Tax Administration (Tax Administration).
“This increase in revenue was the result of two significant increases in excise duties in September 2008 and May 2009,” - said in a statement on Monday.
As reported in early January this year the Ukrainian government approved a strategy for reforming the tax system, which provides a substantial increase in excise tax payments.
From 1 January 2010 and came into force a law which provides for indexation of excise rates on tobacco products and tax liability for payment of excise duty for each unique name for cigarettes, which is calculated at the same time the rates as a percentage of turnover from sales in lump sum per unit sold goods (products).

Ukraine as of 1 May this year increased the rate of excise tax on a pack of 20 cigarettes without filter from 0,5 up to UAH UAH 1, with the filter - from UAH 0.94 to UAH 2. The minimum tax liability for payment of excise duty on tobacco products without the filter was increased from 25 UAH to 50 UAH per 1000 cigarettes with filter - from 47 UAH to 100 UAH per 1000 cigarettes. The increase in specific rates of excise duty on cigars was 50 UAH for 1 kg to 60 UAH per 100 pcs. Cigarettes without a filter - to 15,6 UAH to 35 UAH for 1000. and with the filter - to 37,5 UAH to 60 UAH for 1000. Simultaneously, increased ad valorem rate on all other tobacco products from 16% to 20% of the turnover of sale of the goods.
