Without serious reform of the tax system structure of the domestic economy will continue to be ineffective, and the budget system - unbalanced, convinced the director of the Department of Macroeconomic Forecasting, Ministry of Finance of Ukraine Vladimir Parnyuk.

According to him, to date the budget process is a hostage situation, when the budget is formed on an outdated tax and legislative framework.

“In Parliament there is little legislation that would provide for reform as social workers, and budget revenues. This means that 2010 will be formed already on the old tax base, and the old social sphere”, - he emphasized in During the meeting, the Finance Press Club.

Parnyuk noted that in such a situation to talk about any reform will be, at best, only in 2011.

In addition, the expert stressed that the causes of “distortions” and the huge budget deficit in 2009 lie in the absence of a clear and coherent work of all branches of government.

“This - the main reason why we have today a budget that is why such a duty, to why such a system. There is no clear understanding of the Verkhovna Rada, there is no understanding with the president, the government actually left alone with the problem”, - stressed said.

Parnyuk convinced that it is necessary, without waiting for the presidential elections, to prepare packages of reforms that would conceptually change the economic situation. First of all, it concerns the revision of the model of value added tax, he said.

“Our tax system is based on the value added tax, that is, the greater the payer has created added value - the more he must pay to the budget. This is - fundamentally wrong point of view, because it brings added value to hide … We must therefore raise the question of efficiency of resource use. That is not necessary to impose taxes on profits. And the resources to change the conceptual approach “, - convinced Parnyuk.

Among the urgent measures to reform the system of official called a tax on the cost, increase value-added tax rate to 25% and the abolition of charges on the payroll as a base for generating income of pension and social funds.

“If we do not, we will continue to develop material-intensive production, which does not meet modern trends of the world”, - the expert is convinced.

“To date, it turns out that the metallurgical complex, chemical industry, where high material costs, effectively shifted responsibility for the development of pension funds in companies with high share of wages. You can see the statistics, take a unit of weight - and you will see this . Such a policy, if we maintain the existing procedure for the formation of social funds by charging for salaries, zavedet our economy to a standstill “- warned Parnyuk.
